Abstract:The administration conducts its activities through administrative acts. However, it can be seen that, apart from the administrative body as an extension of executive bodies, there are also government bodies which engage in acts that are closely related to administrative functions. The subject of this thesis is administrative acts established by the Legislative Body and Supreme Courts. To argue that, taking organic criteria as basis, only administrative agencies could establish administrative acts would give judicial immunity to administrative acts carried out by the legislative body and supreme courts. Administrative acts gaining judicial immunity, although other acts of state bodies are still subject to judicial control, would be contrary to the state of law principle, because state of law means that a state is committed to law in all of its acts and procedures.
