Abstract:

Henry Kissinger defined constructive ambiguity as "the deliberate use of ambiguous language on a sensitive issue in order to advance some political purpose". Throughout the whole history, states have made use of this kind of ambiguities in order to have the maximum national interest or to resolve the conflicts among states or nations. This thesis focuses on the question "What is constructive ambiguity?" and brings forward ideas about how this kind of ambiguities can be created, for what purposes they can be used and how states can decode these ambiguities. In the last chapter of the thesis, the Annan Plan prepared for resolving the conflict in Cyprus is examined within the scope of the analytical framework of discursive institutionalism.
