Urban logistics refers to the planning, organization, and implementation of the flow of goods, services, and information within urban areas. It encompasses the entire supply chain process, from the transportation and storage of goods to the final delivery to end-users. Urban logistics plays a pivotal role in the economic development and sustainability of cities, focusing on optimizing the movement of goods while minimizing environmental impacts and improving the overall urban living experience. The objective of this study is to identify and evaluate strategies for the effective urban logistics in İstanbul. To formulate a strategy, SWOT (strengths, weaknesses, opportunities, threats) analysis is employed as a straightforward and efficacious method for discerning internal and external factors, serving as the foundational framework for strategy development. Existing research literature underscores certain limitations inherent in the conventional SWOT analysis, particularly concerning the prioritization of factors and strategies. Consequently, this paper endeavors to propose an integrated SWOT analysis incorporating a multiple preference relations (MPR) technique, framed within a group decision-making context, to systematically prioritize strategic factors and proffer alternative strategies conducive to the effective management of urban logistics in İstanbul. The application of the MPR approach facilitates the inclusion of perspectives from experts with diverse qualifications and opinions, thus enabling a nuanced exploration of preferences. Additionally, this approach affords decision-makers flexibility through the utilization of various forms of judgments, contributing to a heightened satisfaction level in the decision-making process.
