Özet
Modern education has made mobile learning (m-learning) a pillar, yet assessing these platforms’ efficacy is still problematic since it can be challenging to match technical features with learners’ complicated expectations. This study fills this gap by offering a novel, integrated framework for the comprehensive evaluation of m-learning systems. With a hybrid Multi-Criteria Decision-Making (MCDM) methodology built especially to address the inherent ambiguity and uncertainty in user feedback and preferences, our approach is essentially user-centric. The proposed approach uniquely integrates a hesitant fuzzy Analytic Hierarchy Process (AHP) with Quality Function Deployment (QFD) to translate subjective user needs into prioritized technical requirements. Following this, the hesitant fuzzy Additive Ratio Assessment (ARAS) method is employed to quantitatively rank and select the ideal m-learning platform. Our proposed model's effective implementation results in a ranked list of key technical features and a prioritized list of user requirements. This study allows stakeholders to map the direct relationships between learner desires and engineering specifications, forming a clear, data-driven roadmap for development and improvement. Therefore, the paper serves as a guideline that provides a practical, data-driven guide for developers and contributes a significant theoretical advancement to the field of educational technology assessment.
