Abstract

Collaborative decision-making in humanitarian logistics and efficient coordination among various stakeholders, including international organizations, non-governmental organizations, and government agencies, form the basis of a successful aid operation. This coordination is important to provide flexibility and adaptability to handle ambiguities and uncertainties in disaster management. In this context, Picture fuzzy set can be used by integrating it into collaborative decision-making framework. Multi-Criteria Decision Making techniques use these Picture fuzzy sets to evaluate alternative courses of action in humanitarian logistics and determine the most appropriate strategies. This developed approach enables a more inclusive decision-making process by taking into account the perspectives of various actors involved in humanitarian logistics. This allows decision-makers to deal with uncertainties regarding the location and condition of goods during transportation and distribution in disaster management. Collaborative decision-making framework using Picture fuzzy sets in humanitarian logistics is developed to improve adaptability, inclusivity and responsiveness. This framework can contribute to more effective and timely decision-making in dynamic and uncertain environments, taking into account the uncertainties inherent in humanitarian operations.
