Özet

As urban populations continue to grow, cities have become central hubs for logistics, posing both opportunities and significant challenges. Increasing dependence on private vehicles and freight transport has led to rising traffic congestion, air pollution, transportation costs, and product prices. In response, Urban Logistics has emerged as a specialized discipline aiming to improve efficiency, environmental sustainability, traffic flow, safety, and energy use. These objectives reflect three core pillars: sustainability, mobility, and livability. This study seeks to prioritize urban logistics strategies for Istanbul by integrating these pillars into a structured decision-making process. In the first phase, a comprehensive literature review and expert consultations were conducted to identify context-specific strategies and evaluation criteria. In the second phase, the MULTIMOORA method—an advanced multi-criteria decision-making (MCDM) technique—was applied under an Interval-Valued Pythagorean Fuzzy (IVPF) environment to address uncertainty and imprecision in expert judgments. The findings provide valuable insights for policymakers and stakeholders, supporting the development of a more efficient, sustainable, and livable urban logistics system tailored to the unique dynamics of Istanbul.
