This study, which assesses the new industrial policy orientation of Turkey, argues that horizontal industrial policies alone cannot be considered a priori "sufficient" and "adequate" to achieve the targeted industrial restructuring of Turkey. The study discusses, in the light of theoretical arguments as well as industrial policy implementations in different countries, why "time" and country specific" vertical (selective/sectoral) policies along with horizontal ones are necessary to influence the direction of technological and industrial development. It explains that the "integrated" approach to industrial policy, which combines horizontal and vertical measures in an interrelated manner, represents a more flexible and systemic approach to industrial policy.
