The Constitutional Court of Korea, established following the 1987 Democracy Movement, is empowered to make the final decision on the removal of the president through impeachment, in addition to its other duties regarding judicial review. Following the National Assembly‟s adoption of an impeachment motion, the Court decides whether the president should be removed from office. Since its inception, the Court has received impeachment requests concerning three presidents. In 2004, the impeachment attempt against President Roh Moo-hyun was not embraced by South Korean voters, leading to criticism of the National Assembly‟s decision, and ultimately, the Court rejected the request for his removal. Conversely, allegations of abuse of power against President Park Geun-hye prompted civil society to take a stand; after days of peaceful protests, the National Assembly‟s impeachment motion was accepted in 2017, and the President was removed from office by the Court. A similar process occurred in 2024, following President Yoon Suk Yeol‟s unconstitutional declaration of martial law, which also resulted in the Court‟s decision to remove him from office. This article analyzes the actors influencing the impeachment process by examining these South Korean cases. Influenced by constitutional design and a strong history of civil society, these actors are identified as the National Assembly, the Constitutional Court of Korea, and civil society. Consequently, the role of these actors in establishing democratic accountability of the president is evaluated.
