Robert Castel sosyal sorunun başkalaşımlarını, ücretliler toplumunun ortaya çıkışını ve yaşadığı dönüşümleri göz önünde bulundurarak inceler. Zira Castele göre,19. yüzyılda ve 21. yüzyılın arifesinde ortaya çıktığı gözlemlenen sosyal sorunun arkaplanında ücretlilik ilişkisinin o tarihsel süreçte almış olduğu özgül biçimler bulunur.Bu makale de Castelin kavramsal çerçevesinden hareketle, Türkiyede kültürel alanla etkileşim içinde şekillenen neoliberal sosyal politika araçlarının yol açtığı sorunlarıtartışacaktır. Bu çerçevede, Türkiyede ücretliler toplumunun ortaya çıkışının Batıdanhangi noktalarda farklılaştığı gösterildikten sonra ülkede yaşanmakta olan ve sosyalmücadelelere ağır basan kültürel çatışmaların bu güzergâhla olan ilişkisi belirginleştirilmeye çalışılacaktır.
Robert Castel examines the metamorphoses of the social question by taking intoaccount the emergence of the wage society and its transformations. Because, according to Castel, at the background of the social question, which appeared forthe first time in the 19th century and secondly on the eve of the 21st century, thereare the specific forms of wage relations in force in these historical periods. This article will discuss, in the light of the conceptual framework proposed by Castel, theissues sparked off by the tools of neoliberal policies that are formed in interactionwith the cultural space. In this context, after displaying the points that distinguishthe emergence and the trajectories of the wage society in Turkey from those of theWestern countries, we will try to clarify the relationship of this same process to cultural struggles that apparently prevail over social struggles.
