Post-earthquake Logistics Planning: A Case Study of the 2023 Kahramanmaraş Earthquake

Özet
This paper aims to improve the speed and effectiveness of disaster response after major earthquakes by proposing a logistics planning model. The proposed system tackles the issue of allocating and transporting essential relief supplies, including food, water, medical kits, and debris removal equipment, through the integration of robust optimization techniques with real-time data and GIS. A centralized database records the locations and quantities of essential resources supplied by public and private entities. During an earthquake, the system determines demand locations, requirements, and potential routes by integrating road condition data from the General Directorate of Highways (KGM), impact data, and population data of the affected region from AFAD. An effective Mixed Integer Programming (MIP) model is utilized to assign supply sites to impacted areas and determine the optimal multi-modal transportation routes (road, air, rail) subject to schedule and capacity constraints. The method enables traceability and re-routing opportunity using adaptive models based on changing transportation, supply, and demand conditions. The efficiency of the proposed methodology will be evaluated using an empirical case study of the Kahramanmaraş earthquake (February 6, 2023). This method intends to improve the effectiveness of emergency response and enhance life-saving outcomes in future earthquakes by combining proactive preparedness with adaptive operational strategies.
