EU MRV Regulation and Coastal Transport Energy Management and Sustainability Framework for Vessels under 5000 DWT

Özet
In line with the European Union's expanded EU MRV regulation and sustainability goals, the under-5000 DWT coaster fleets, which form the backbone of regional maritime trade, face technical, operational, and administrative challenges. The MRV obligations, covering general cargo vessels over 400 GT by January 2025, have been found to create significant bureaucratic and financial pressure on small-scale shipowners with aging vessel portfolios, limited digital infrastructure, and a lack of economies of scale. The study demonstrates that instead of radical and costly fleet replacements, a cost-effective reduction in carbon emissions of 10% to 20% can be achieved through the holistic implementation of operational and engineering measures such as hull and propeller maintenance, route and speed optimization, and Just-in-Time (JIT) arrival. In the medium term, it is emphasized that biofuel blends (drop-in fuels) are the most rational transitional solution for coasters. In conclusion, given the critical role of coasters in regional trade, these regulations and technical interventions should be considered not only as an environmental policy but also as a long-term economic strategy for coaster transport.
